Keynote speakers
Rita S. Geier is associate to the chancellor and senior fellow at the
Howard Baker Center for Public Policy at the University of Tennessee at
Knoxville where she leads efforts to achieve intercultural and diversity goals
and to examine and promote solutions to public policy issues. As associate
commissioner and deputy associate commissioner for hearings and appeals,
she provided leadership for the nation's largest administrative adjudication
system of over 1,000 administrative law judges who made over 500,000
annual dispositions in disability, retirement and survivors, supplemental
security income, and Medicare appeals.
She has directed operations in seven western states and Micronesia as
regional director for the Legal Services Corporation (LSC) in Seattle, and
later served as director of their first national research and demonstration
office, funding projects to improve the quality of legal services for low income
people.
Ms. Geier holds a B.A. from Fisk University, an M.A. from the University
of Chicago, and a J.D. degree from Vanderbilt University. She received the
Presidential Rank Meritorious Executive Award from President Clinton, and
is a Fellow of the National Academy of Public Administration.

Dr. Finnie D. Coleman is the director of African American and Africana
Studies at the University of New Mexico, where he challenges h.is scholars to
step outside of their intellectual comfort zones and take risks. Dr. Coleman
is an Associate Professor of English and teaches courses in African American
literature and hip-hop culture. He also teaches courses in African American
cultural history and worked extensively in computer-assisted classrooms,
initiating a number of hypertext research projects designed to recover lost or
marginalized African American literature. Most recently, he served as associate
director for Honors at Texas A&amp;M University.
Prior to his career in academia, he served in the Persian Gulf and
Germany as an army intelligence officer. He is the author of Sutton E. Griggs
and the Struggle Against White Supremacy and is currently working on a book
project tided Visible Rhythms: Race, Authenticity, and the Politics ofIdentity
in Hip-Hop Culture. He is a graduate of the Virginia Military Institute and
earned his master's degree and Ph.D. from the University ofVirginia.
